At the time of switching the lamp is not flashing, parallel to it is connected to the oxide capacitor C1 of large capacitance, which in the pauses energizes the lamp. As a result, the headlamp gives you the light and when the Bicycle is moving, and during stops.

The device can apply a series of diodes D226 or D7, capacitor K50-6, relay RES-10 (RS4 passport.524.303).
